As far as I know, the game is free with no exceptions. I'm pretty sure you can get to the max level without having to pay for the game. They do have a cash shop, so that's how they get their money.

For some time it was pay2play (Oceania and America's verison) but since korea and japan used the f2p model they decided to adopt that one to, mostly cause it was better to add some costumes as an item mall product than have them drop rom enemies.

(And the coolest costumes are ietm amll -.- )
